Of course Microsoft NEVER sends out notices like this vie Email, MSN Messenger and certainly not through a third party application like Skype. If you got this, then just close the window and *NEVER CLICK THE LINK!*
Be proactive in protecting yourself. If it looks fishy, then it probably is. If you are concerned that you may need an update from Microsoft, then bring up MS Internet Explorer, Click Tools -> Windows Update and run the updater. It'll tell you if you need any valid downloads from Microsoft.
Unfortunately Skype doesn't have any means by which we users can report violations like this. Paypal at least has an email address "spoof@Paypal.com" to report spoof emails, but apparantly Skype doesn't care about criminals using their service to spread this type of malware.
